Thematic groups and Interest Groups
We aim to study communication and its connections with the cultures of different peoples. It works around the concept of multiculturalism and communication, discussing issues such as ethnic-cultural diversities and national identities.
In addition, the role of intercultural communication in contemporary society and the processes of interculturality that are becoming more and more present with globalization are also discussed. It seeks to understand communication through cultural brands that have accompanied us since the origins, thus constituting specific or shared cultures that cross territorial and political borders.
Secondly, and by virtue of the contributions of Luiz Beltrão de Andrade Lima and his reflections on folk communication as a "process of exchanging information and expressing opinions, ideals and mass attitudes, through united agents and media, directly and indirectly, to folklore”, also the study of the relationship between the manifestations of popular culture and mass communication.
In this framework, studies on popular manifestations in the reception of mass communication are of interest, as well as the appropriation of popular tradition by the mass media. The working group brings together researchers from various backgrounds interested in the subject, as well as under other theoretical approaches.

Within the great diversity of possible topics, the Political Communication and Media working group has paid preferential attention to the relations between national television stations and the political systems of the different Latin American countries. Throughout this decade and predictably for the immediate future, discourses of a very different nature have appeared that correspond to the withdrawal of the parties, the personalization of leadership through the enunciation device of television and the appearance of a new political subject. .
Therefore, a transformation of industry and citizenship that can hardly be studied today with a continental overview that allows comparisons and trends to be established, thus providing a broad interpretation. The WG proposed to carry out a coordinated study based on epistemological assumptions and common methods to:
Critically investigate relations between the State, parties and the media, with a view to identifying authoritarian and democratic practices;
Development of political-journalistic television genres, as well as new and/or hybrid television genres;
Deepen the knowledge of the reception conditions; the new emerging citizen practices in this context.

The economic analysis of communications is essential for understanding the major issues underlying the current crisis of capitalism. The European tradition of studies on the political economy of communication contrasts with its limited diffusion in Brazil or Latin America, where there are rare, isolated works dedicated to the subject.
The accelerated development of the so-called "neo-tevé" and the new communication technologies in our countries, the worrying advance of neoliberalism and the hasty privatization of telecommunications in certain areas, the very international expansion of our cultural industries without the primary issues related to the democratic structure of the mass media have not even been placed internally, everything clearly indicates the need to discuss specific urgent issues in the Latin American area on an objective basis that cannot do without an economic analysis.
The group's objective is to serve the organization of Latin American communication researchers concerned with the subject. It is about creating a channel of communication between researchers, economists, communicologists, political scientists, in short, critical intellectuals capable of contributing to the construction of the interdisciplinary theoretical and analytical body that knowledge of the complex Latin American reality in the area requires.

Analysis of the socio-discursive and socio-cultural processes of reception of the media in the theoretical-methodological exploration of empirical research and in epistemological reflection, which implies approaching reception as:
The relationship of the media with culture and contemporary society;
The relationship between the texts and the readings of the receptors;
The approach of the methodological approaches for the examination of the relations between receivers and traditional means of communication, as well as between receivers/users of new technologies;
The modes of appropriation and their implications in the construction of media products;
Media interpretation, use and consumption and their relationship with mediations.

The problems of development and social change, linked to technical and scientific transformations, maintain a continuous correlation with aspects linked to technical innovations and processes in the field of communication. The relationship of these phenomena with aspects associated with well-being in developing societies occurs from the articulation of multifactorial and constituent elements such as the economic dimension; the social capital; the environmental dimension; the cultural dimension; intellectual capital; and the institutional structure, so that the phenomena associated with technological changes go beyond the idea of a mere modernization or economic growth as a path to development. Communication is the link that establishes the relational flows inherent in the development process of society, mediating the articulation between social spheres. It is understood that communication, depending on its structure, can operate as a social technology in favor of development, which transcends its merely instrumental perspective to pay attention to marketing objectives or ideological attacks to understand it as a social phenomenon that broadens the expressive possibilities of different groups in society. In the contemporary context, communication acquires a leading role in society and an approximation of technological evolution, which results in complex network-structured mediation processes, which undoubtedly impact social organization, which, in turn, is closely related to with the development process. The communication phenomena based on the network structure, enhanced by the Internet and mobile devices, are inserted as elements that make up the articulations inherent in the development process, either in an articulated or divergent way with the current media ecosystem.
This GT adopts the conception of Communication as a social technology and deals with research that emphasizes the relationship between communication and the dimensions of development. This research premise supports the following approaches: socio-historical and cultural approaches to the dissemination, circulation of information and social innovations; communicational critiques of intervention experiences for development; relationships and power structures of communication in the field of economic development; dynamics of participation and formation of social and cultural capital through mediated communication; communication as an element of social and environmental change in a territory; study of information and communication technologies for development; the uses of communication for the production and dissemination of knowledge, with emphasis on scientific knowledge, understood as a vector of development and an essential element of a nation's development project. Scientific knowledge and technological development have been inextricably linked to economic and social development models in the course of modernity. The public communication of scientific knowledge has placed these links in various ways, reproducing or challenging the dominant development discourse, through multiple formats, media and languages. Research in public communication of science addresses and problematizes the ways in which scientific knowledge and scientific practice have been represented in various media and spaces, the discourses that underlie the communication products of science, the institutions and cultural industries in which this communication is carried out, the practices and challenges for the interaction between producers of knowledge and communicators, the role that is conferred on the recipients, and the imaginaries about science of non-specialized audiences.

The objective of this Thematic Group is the discussion around paradigms and experiences of Communication for development and social change. Since the 1960s, communication for development has been influenced by various and sometimes contradictory models. In the 1960s and 1970s, the diffusionist and mechanistic schools of North America prevailed, although there was already a different way of thinking generated in Asia and Latin America. Starting in the 1970s, other proposals linked to dependency theories emerged, which took into account aspects of society, politics and local culture.
Communication for development, with some elements of community participation, was adopted by some international cooperation organizations and to some extent lost its objectives of participation for social change. We want to accompany the process of renewal of the theory and practice of communication for social change, which rescues aspects of dialogue, participation and reappropriation of communication processes for organizational strengthening and social change.
The emerging models of the independence experiences of Africa, Asia and Latin America are intimately linked to political and social events, and in a broader sense to the values and expressions of cultural identities. One of its main premises is that the causes of underdevelopment are structural, they have to do with land ownership, with the lack of collective freedoms, with the oppression of indigenous cultures, with social injustice and other political and social issues. , and not only with the lack of information and knowledge.
These models promote collective social changes rather than individual ones, and communication actions from the communities and not for the communities. The participation of the actors involved is essential in alternative and participatory communication for development proposals, which are the most recognized expressions of communication for social change. Communication for social change rescues and deepens the path traveled by both. The essential thing is that it questions the concept of a development that does not count on the participation of the sectors directly affected, and promotes a communication that makes community participation effective, particularly of the poorest and most isolated sectors.
In recent years, communication for social change has strongly entered both academic language and participatory communication practices, replacing in some way Communication for development, which had been questioned.

The Advertising Communication GT aims to analyze, reflect on and understand advertising as a cultural and communicational phenomenon. To address the problem, it proposes the discussion based on the following lines of work:

The right to communication goes far beyond the right to freedom of expression and the dissemination of information, also extending to the sphere of production and circulation of information, as well as to participatory decision-making processes.
The Group aims to bring together research related to self-regulation, co-regulation and regulation of the media, addressing studies on access to information and the right to communication. It is also interested in public policies to promote access to information, freedom of expression and pluralism and cultural diversity as fundamental principles.

Latin American communicational thought is configured as a paradoxical territory: in the midst of hegemonic foreign discourses, it has known how to exercise epistemic-political shifts, having as its limit the modern Western narrative. Since the end of the 1990s, the decolonial approach has challenged the persistence of this story, making new cognitive schemes available to critical social studies from which to reconsider the historical experience of the region. In the midst of the conservative advance that our region is experiencing, it places us in an epochal scenario of openings, uncertainties, rethinking and transitions that involves the communication field in the task of re-thinking. In this sense, decoloniality is presented as a political-epistemic option to broaden the analytical spectrum of Communication and power, encompassing the plurality and complexity that these times impose on us as researchers and citizens. Consequently, the IG hopes to work around this problem with:
Papers that present advances or results of research work.
Reflection essays and/or theoretical proposition; Descriptive-value-narrative systematization of concrete experiences;
Various communication products (stories, documentaries, testimonials or photographic, cinematographic, radio, television, digital or transmedia projects).

Researchers from various disciplines are invited to discuss the possibilities of ICT for the articulation of electronic government as a tool for access to power through Citizen Participation based on Social Reappropriation. The proposal is developed in the context of uncertain scenarios:
A third sector (social organizations) little developed;
A political class influenced by the instrumental paradigm of technology;
State structures still very bureaucratic and far from the complex vision;
Social sectors with low levels of organization;
A market that has penetrated public policy in ICT matters to flood it with its consumerist model.
Some of the problems to be discussed in the group are: democracy through electronic government, transparency in electronic government, social appropriation of ICT in the field of public management, citizen participation mechanisms through electronic government in Latin America, culture of innovation vs. Bureaucracy, open access to public information and social control.

This will be a collective space for discussion and systematization of experiences, notes and proposals related to guaranteeing ethnic-racial diversity in the media. Thus, the activity will be developed from guiding questions, which will be debated by the participants, such as:
What is the role of the media in reinforcing racism and ethnic-racial inequalities?
How do communication policies in Latin America (national laws) incorporate the ethnic-racial issue?
What are the main points contemplated on the subject in these laws?
What are the fundamental axes in the relationship between ethnicity / race and the media?
From this, a collective analysis will be made of how communication policies in Latin America work to guarantee ethnic-racial diversity, based on axes such as representation, production, property and social control.

The workshop will provide insight into textual data mining strategies for Ibero-American press cybermedia. It begins with an introduction to web data mining, the possibilities of exploring log data with social media tools such as Karma Fan Page or Similar, and then focuses on the construction and quantitative analysis of considerable volumes of news that more than 400 Ibero-American media pour into the social network Twitter. Follow-ups of news cases may be scheduled in Chilean, Spanish-Argentinean, Peruvian, Ecuadorian, Colombian, Mexican and American (Spanish-speaking) media, among others. It may be of interest both for analysis of national cases or for comparisons between countries. textual data mining
The proposal for this workshop is based on our own tools developed for these purposes. Kibana-la_Sophia has the capacity to capture more than 600,000 news items per month since May 2019. It is an application scaled from a development of the “Social networks and media: analysis model based on data mining for understanding of the Chilean informative ecosystem on the internet and citizen educommunication on the net”.

The office aims to make participants aware of the importance of Design Thinking in the construction of projects in the area of communication, in addition to proposing the application of a business model tool, the Canvas. It will use exposition and discussion of basic concepts as a methodology, followed by the presentation of models to proceed in the elaboration of the expected product, carried out from the application exercise of the instruments provided for the group activity that will be subdivided into teams among the participants.

This workshop aims to generate tools for the narrative and journalistic production of a story related to issues of memories of armed conflicts or cases of political violence. The Make Memory project of the Faculty of Communications of the University of Antioquia, in agreement with the Deutsche Welle Akademie, has 4 years of experience advising media and communication groups in different regions of the department of Antioquia and the city of Medellín (Colombia), on the production of memory narratives, in which different investigative and journalistic products have been achieved to contribute to local memory processes. It is about setting up an editorial board, to define a set of stories that will be treated with a focus on memory, based on different journalistic and narrative tools, with emphasis on the ethical commitment of the journalist against to the victims of the event, the exhaustive investigation that allows clarifying the facts and how to return to the past with the intention of intervening in the future, avoiding re-victimization and contributing to non-repetition. At the end, the participants will have enough elements to develop a narrative project in the format that is of their greatest competence and that will be evaluated and published on the portal www.hacemosmemoria.org and the allied media of the journalism and memory network. .

The media contribute significantly to the formation of a social imaginary about the reality experienced by people with disabilities and, therefore, in the perception and attitudes that society has towards this population. Likewise, the media constitute spaces of full participation for all people. In this sense, the International Convention on the Rights of PwD recognizes that “discrimination against any person due to their disability constitutes a violation of the inherent dignity and value of the human being”; Therefore, it seeks to encourage the media to spread an image of PwD compatible with their rights and freedoms, as well as to make their services accessible to this population. This is why we consider it important to hold a workshop of this type with those who have the ethical responsibility to inform and communicate without bias, avoiding in their professional practice building or reinforcing stereotypes, prejudices and imaginaries about PwD and their lives. It is an invitation to get rid of what is culturally rooted and to reflect in depth on the importance of changing language and the inadequate approaches with which we tend to address the issue of disability. It will be a day of deconstruction and the possibility of changing practices.

Prensa Escuela is a program carried out since 1994 by the newspaper El Colombiano in agreement with the Universidad Pontificia Bolivariana (UPB) and the Universidad de San Buenaventura Medellín (USB). This seeks that young people, through the critical reading of texts and their contexts, as well as the narration of stories, from reality, can be trained in citizenship. For this meeting, the aim is to show the methodology that Prensa Escuela works on, in which the reading of the texts produced by those who have participated in the Program in recent years will be involved, so as to generate a conversation about the importance of narration as a strategy for the construction of identity and critical reflection on the issues that occur in reality.
