Within the great diversity of possible topics, the Political Communication and Media working group has paid special attention to the relationship between national television stations and the political systems of the different Latin American countries. Throughout this decade and foreseeably for the foreseeable future, discourses of a very different nature have appeared, corresponding to the withdrawal of parties, the personalization of leadership through the enunciation device of television and the emergence of a new political subject.The transformation of industry and citizenship, therefore, can hardly be studied today with a continental overview that allows comparisons and trends to be established, thus providing a broad interpretation. The purpose of the Communication and Education working group is to analyze and reflect on the link between these two fields of knowledge. Although the relationship between communication and education is very old, the tendency has been to analyze it in the light of technological developments and to discover the contributions of each of these to education. However, the working group starts from the premise that the influence of communication in education goes beyond technological developments, so it seeks to develop a broad reflection that encompasses both face-to-face education systems and distance learning programs.Likewise, the objective is to study the function and role of communication in both formal and non-formal education systems. With the main objective of contributing to the understanding and consolidation of the field of Communication and Health, this WG is presented as a place of identification, convergence, recognition and articulation of the production of a thought on the interface of two axes of power in society: the power of life, represented by Health, and the power to constitute the meanings of reality, an attribute of Communication.The field is conceptualized as a relational and multidimensional space formed by histories, theories and methodologies, technologies, agents and institutions, policies, practices and agendas, interests and disputes of meaning. The economic analysis of communications is fundamental to the understanding of the major issues underlying the current crisis of capitalism. The European tradition of political economy of communication studies contrasts with its small diffusion in Brazil or Latin America, where there are rare, isolated works dedicated to the subject.The accelerated development of the so-called “neo-tevé” and new communication technologies in our countries, the worrying advance of neoliberalism and the hasty privatization of telecommunications in certain areas, the very international expansion of our cultural industries without the primary issues related to the democratic structure of the mass media not even having been addressed internally, all clearly indicate the need to discuss on an objective basis specific urgent issues in the Latin American area that cannot do without an economic analysis.The group aims to serve the organization of Latin American communication researchers concerned with the subject. The issues of development and social change, linked to technical and scientific transformations, maintain a continuous correlation with aspects related to technical innovations and processes in the field of communication. The relationship of these phenomena with aspects associated with well-being in developing societies is based on the articulation of multifactorial and constituent elements such as the economic dimension; social capital; the environmental dimension; the cultural dimension; intellectual capital; and the institutional structure, so that the phenomena associated with technological changes go beyond the idea of mere modernization or economic growth as a path to development. Communication is the link that establishes the relational flows inherent to the development process of society, mediating the articulation between social spheres. It is understood that communication, depending on its structuring, can operate as a social technology in favor of development, which transcends its merely instrumental perspective to pay attention to marketing objectives or ideological attacks to understand it as a social phenomenon that expands the expressive possibilities of different groups in society. In the contemporary context, communication acquires a leading role in society and an approach of technological evolution, resulting in complex mediation processes structured in a network, which undoubtedly impact on social organization, which, in turn, is closely related to the development process. The communicational phenomena based on the network structure, enhanced by the Internet and mobile devices are inserted as elements that make up the inherent articulations of the development process, whether articulated or divergent with the current media ecosystem.This WG adopts the conception of Communication as a social technology and deals with research that emphasizes the relationship between communication and the dimensions of development. This research premise admits the following approaches: socio-historical and cultural approaches to the dissemination and circulation of information and social innovations; communicational critiques of development intervention experiences; relations and power structures of communication in the field of economic development; dynamics of participation and formation of social and cultural capital through mediated communication; communication as an element of social and environmental change in a territory; study of information and communication technologies for development; the uses of communication for the production and dissemination of knowledge, with emphasis on scientific knowledge, understood as a vector of development and an essential element of a nation’s development project. Scientific knowledge and technological development have been inextricably linked to economic and social development models throughout the course of modernity. The public communication of scientific knowledge has positioned these links in different ways, reproducing or challenging the dominant discourse of development, through multiple formats, media and languages. The objective of this Thematic Group is to discuss paradigms and experiences in communication for development and social change. Since the 1960s, development communication has been under the influence of several sometimes contradictory models. In the 1960s and 1970s, the diffusionist and mechanistic schools of North America prevailed, although there was already a different way of thinking generated in Asia and Latin America. From the 1970s onwards, other proposals linked to dependency theories emerged, which took into account aspects of local society, politics and culture.Communication for development, with some elements of community participation, was adopted by some international cooperation agencies and to some extent lost its objectives of participation for social change. We want to accompany the process of renewal of the theory and practice of communication for social change, which rescues aspects of dialogue, participation and reappropriation of communication processes for organizational strengthening and social change.The models emerging from the independence experiences of Africa, Asia and Latin America are intimately linked to political and social events, and in a broader sense to the values and expressions of cultural identities. One of its main premises is that the causes of underdevelopment are structural, having to do with land tenure, lack of collective freedoms, oppression of indigenous cultures, social injustice and other political and social issues, and not only with lack of information and knowledge.These models promote collective rather than individual social change, and communication actions from communities rather than for communities. Stakeholder participation is essential in proposals for alternative and participatory communication for development, which are the most recognized expressions of communication for social change. Communication for social change rescues and deepens the path taken by both. Essentially, it questions the concept of development without the participation of the sectors directly affected, and promotes communication that makes community participation effective, particularly in the poorest and most isolated sectors.In recent years, communication for social change has made a strong entry into both academic language and participatory communication practices, replacing in some ways communication for development, which had been the object of questioning. . The working group has been constituted since its genesis as a meeting and exchange space focused on research and intervention in urban communication phenomena, in the inter and transdisciplinary convergence of the so-called urban cultural studies, with special emphasis on ethnographic perspectives, analysis of narratives and the contributions of the various communication professions (urban chronicles, audiovisual documentary, investigative journalism, etc.).Within the wide range of topics that converge between communication and the city, the working group has focused on different dimensions and aspects of urban culture, its processes of subjectivation and the respective media dynamics. Issues related to the conceptions of public space, anthropological place, daily practices, according to different types of social and political dynamics that directly and indirectly affect urban life, are addressed with special emphasis on the problematization of the communicational.The particularities of Latin America in this regard are significant on a planetary scale, making the urban question crucial to the understanding of our societies.
